BASIC FUNCTION:

To direct the maintenance and repair of university operated aircraft. Act as the liaison between the Federal Aviation Administration (FAA) and the university for all matters related to aircraft maintenance and aircraft airworthiness. Manage aircraft maintenance scheduling, day-to-day and long term maintenance planning. Assume the role of Accountable Manager for the Kent State University 14 CFR Part 145 Repair Station. The Accountable Manager is responsible for and has the authority over all Repair Station operations including all financial and personnel matters related to the Repair Station, and ensuring compliance with Repair Station regulations. Reports to Assistant Dean, Flight and Operations.

EXAMPLES OF DUTIES/ESSENTIAL FUNCTIONS:

Duties/essential functions may include, but not be limited to, the following: 

Manage compliance with FAA regulations as they pertain to aircraft airworthiness, FAA issued Airworthiness Directives, aircraft service bulletins, service letters, and aircraft manuals assigned to the maintenance department.

Perform responsibilities of Chief Inspector, in their absence.

In coordination with the Assistant Dean, manage the acquisition of all matters related to aircraft fleet upgrades and simulators; act as the direct point-of-contact between the university and aircraft manufacturers/vendors; develop and implement new aircraft delivery schedules.

Supervise unclassified and classified employees, including directing and scheduling operational activities as they relate to aircraft maintenance and repair.

Supervise work/study and instructional student employees assisting the flight maintenance operation by directing and scheduling their activities.

Schedule repair work, maintenance work and special project maintenance.

Coordinate and manage work performed by outside vendors and contractors as it relates to university aircraft. Ensure schedules and deadlines are met.

Perform the function of "Accountable Manager" for the CFR 145 certified Domestic Repair Station as defined in the Repair Station Manual.

Manage and schedule in-house pitot, static, and transponder testing and inspecition on fleet aircraft.

Ensure employees are properly trained on proper use of avionics testing equipment. Ensure that proper avionics testing procedures are followed in accordance with regulations and Repair Station procedures.

Provide information to the Assistant Dean regarding future departmental staffing needs and requirements.

Oversee, manage, and coordinate scheduled and unscheduled maintenance functions on flight simulators and flight training devices utilized in the Kent State flight training curriculum.

Oversee the aircraft maintenance parts department. Manage the procedure of ordering replacement parts as necessary and returning parts for core and warranty credit. Manage the parts inventory, maintain required documentation for parts traceability, oversee payment of invoices and maintain related records.

Manage all aircraft and parts warranty matters. Ensure that appropriate warranty credits for labor and parts reimbursements are filed in a timely manner. Ensure that warranty reimbursements are reimbursed properly.

Manage the completion, recording and filing of aircraft maintenance records in accordance with institutional policies and in compliance with FAA regulations.

Attend workshops, conferences, seminars, and instructional programs to remain current on aircraft maintenance regulations and practices.

Perform FAA required inspections on aircraft, record inspections, and maintain records for scheduled and unscheduled inspections by the FAA and departmental personnel, as needed.

Perform complex repair and/or maintenance procedures on aircraft.

Oversee the implementation of university and department safety standards as related to occupational health, hazardous materials handling and work area environment.

Perform ancillary functions relative to the operation of the department's fleet, including, but not limited to: towing, aircraft, ground deicing, aircraft cleaning, fueling, hangaring and security.

Direct the divestiture of outgoing aircraft, and manage all matters related to the disposal of these aircraft and records. Ensure that outgoing equipment is represented properly and that all associated paperwork is filed for transfer of ownership as applicable.

Provide reports and reviews of current aircraft operational costs. Ensure that aircraft rental rates recover operational expenditures. Provide feedback as it relates to flight course fee structures.

Provide technical expertise and guidance for the CFR 147 Airframe and Powerplant certification program. Assist with review of course curriculum to ensure that it is current and pertinent.

Oversee the maintenance of ground support equipment and physical facilities.

Perform related duties as assigned.

MINIMUM QUALIFICATIONS:

Bachelor’s degree. Minimum five years’ experience in the inspection, maintenance and repair of single and multi-engine general aviation aircraft as an A&P mechanic certified by the Federal Aviation Administration. Or the equivalent combination of education and experience to equal seven years’ of comparable technical experience in the inspection, maintenance and repair of single and multi-engine general aviation aircraft as an A&P mechanic certified by the Federal Aviation Administration.

License/Certification:

Airframe and Powerplant Mechanic Certificate issued by the FAA; FAA Inspection Authorization (IA).

Valid Ohio Driver’s License is required.

Individuals will be subject to controlled substance/alcohol testing in positions where such is required by federal regulations.

Certified per 14 CFR Part 65 sub-part D holding Airframe and Powerplant (A&P) ratings with inspection authorization by the Federal Aviation Administration.

Preferred Qualifications:

Recency of experience will be considered. Extra consideration will be given to those applicants who hold valid and current FAA piloting certificates (fixed wing).

Working Conditions/Physical Requirements:

Airport environment; exposed to variable weather conditions, fumes, loud noise, dust, dirt, moving aircraft and potentially dangerous equipment (e.g., hand and power tools); requires moderate physical effort to include exerting up to 50 pounds (e.g., hoses) to demonstrate equipment use, check work progress, etc. Requires travel on and off-campus.
